General Project Description

The City of Anaheim seeks a qualified consulting firm to provide Professional Services as a Program Manager for "Disneyland Forward projects". This role supports the City's project development team from early development through construction closeout, focusing on coordination, review, and facilitation rather than full design services. Key tasks include active participation in project initiation and delivery, providing design input, conducting constructability reviews, technical plan checking for compliance with City standards and regulations, reviewing design submittals at key milestones (conceptual, 30%, 60%, 90%, final), facilitating interdepartmental and consultant reviews, coordinating permit processing with various agencies (e.g., CALTRANS, Southern California Edison), mediating technical disputes, tracking permits and approvals, supporting bidding and procurement, assisting with construction-phase activities (RFIs, Submittals, Change Orders), overseeing public infrastructure testing (e.g., water lines, street lights), and preparing project documentation. The program manager will specifically oversee improvements at various City of Anaheim Intersections (Clementine Street, Harbor Boulevard, Katella Avenue, Orangewood Avenue, Manchester Avenue, Interstate 5 Ramps) to mitigate operational issues stemming from the Eastern Parking Structure. These improvements involve roadway modifications, traffic signal reprogramming, striping changes, median adjustments, and potential flyover structure development.
