General Project Description

The City of Antioch seeks a qualified contractor to provide comprehensive diving services for the inspection, cleaning, and condition assessment of potable water storage facilities (10 tanks, 2 clearwells) and submerged fish screens within the City. The scope includes both scheduled maintenance and on-call service requests (responding within one week), mobilization and dive equipment setup, inspection and clearing of materials from intake screens/tank bottoms, underwater inspection with simultaneous video recording (including voice narration and still image capture), site clean-up, and demobilization. Tank assessments will focus on the condition of interior/exterior coating systems, corrosion levels (visual, DFT, adhesion, pit depth/ultrasonic testing), and structural elements like roofs, shells, piping, vents, ladders, platforms, and cathodic protection systems, adhering to AWWA C652 sanitary procedures. Key deliverables include detailed assessment reports with recommendations for coatings, cathodic protection, and structural repairs.
