General Project Description
This Request for Proposals aims to select a qualified water agency or company to acquire, own, operate, and maintain the City of Bell Gardens Municipal Water System (BGMWS), including its adjudicated groundwater rights and all assets. The chosen Purchaser will be responsible for managing the system, including financial accounting, compliance with Department of Drinking Water (DDW) regulations, backflow prevention, meter reading, invoicing, customer service, capital improvement project identification and implementation, and long-range master planning. The Purchaser must also develop public education and community outreach programs on water conservation in partnership with the City.
