General Project Description

The City of Benicia is requesting proposals from qualified consultants to evaluate the City's solid waste and recycling requirements and assist in the procurement process for a future Exclusive Franchise Agreement for solid waste and recycling management services. The consultant will be responsible for drafting the upcoming Request for Proposal (RFP) for collection, hauling, processing, and disposal services, and maintaining a schedule for award ahead of the existing agreement's expiration on June 30, 2027. This involves comprehensive knowledge of state, county, and local regulations concerning all waste types, including solid, universal, designated, construction and demolition, hazardous, used oil/filters, recyclables, and organic waste, as well as franchise contract provisions, environmental challenges, best management practices, industry standards, and rate structures. The scope includes assessments, procurement planning, regulatory review, market analysis, proposal development support, stakeholder engagement, sustainability integration, transition planning, reporting, documentation, and contract negotiation support.
