General Project Description

The Butte County Department of Public Works is seeking a qualified firm to prepare Plans, Specifications, and Estimates (PS&E) for new or upgraded facilities and infrastructure at the Neal Road Recycling and Waste Facility (NRRWF), consistent with the recently adopted NRRWF Master Plan. The project also includes environmental clearance, regulatory approval, and full construction and bid support services. Facilities to be designed or improved include a new entrance and access road, scale house, administration building, public recycling center, mixed recycling area, construction and demolition debris facility, green waste drop-off area, reuse center, and solid waste drop-off area. The ultimate goal is to enhance operational efficiency, customer service, and long-term sustainability of the NRRWF while ensuring compliance with state and federal solid waste management and diversion requirements.
