General Project Description

The California Department of Corrections and Rehabilitation (CDCR) is seeking qualified firms to provide Material Testing and Inspection (MTI) services for various projects across three geographic regions of California: northern, central, and southern. The scope of work includes comprehensive construction inspection services by Inspectors of Record (IORs) and Special Inspectors, material sampling, laboratory, and plant/factory testing, and thorough reporting, all in compliance with industry standards, building codes (CBC, ASTM, AASHTO), and project specifications. Services cover a wide range of materials and systems, from soils and concrete to structural steel, roofing, and curtain walls, and require coordination with CDCR staff and use of their Facility Records and Management Enterprise (FRAME) system for documentation. Ongoing oversight by a licensed design professional or California registered professional engineer is mandated.
