General Project Description

This project involves providing comprehensive maintenance, repair, and inspection services for three (3) Roberts Filters P-700 Pacer II Water Treatment Plants located at Centinela State Prison. The scope includes scheduled annual preventative maintenance and calibration of various mechanical and control system components, as well as on-demand repair services during both normal and outside business hours, including parts replacement. The contractor is responsible for providing all necessary labor, supplies, materials, equipment, and transportation to ensure the optimum efficiency and continuous operation of the water treatment filter units. All services must be performed by qualified, factory-trained or experienced technicians.

Quantity: 3 (1 per filter) Unit: Annual Service Work Item: Annual Maintenance, Inspection, and Calibration Services for Roberts Filters P-700 Pacer II Water Treatment Plants (Filter No. 1, Filter No. 2, Filter No. 3). Specifications: Includes a comprehensive set of 23 tasks per filter covering contact clarifier checks (sequence, screens, media, wall metal for rust/recoat), pressure switch/valve testing/calibration/replacement, air blower/flow meter testing/calibration, Aries air system inspection, filter media levels and underdrain inspection/replenishment/replacement, filter backwash sequence check, other corrective actions, Programmable Logic Controller (PLC)/Power Control Module (PCM) inspection, card replacement, routine upload/archive, software upgrade checks, component damage/moisture/vibration/dust/static checks, and date/time verification. Services to be performed during designated business hours (7:00 a.m. to 3:00 p.m., Monday-Friday, excluding State holidays/weekends).
Quantity: Estimated No. of Hours Unit: Hour Work Item: Repair Services (Normal Business Hours). Specifications: Unlimited visits for repair services upon request, 24-hour response time, performed by a repair crew of at least two (2) technicians, hourly rate inclusive of all travel and per diem.
Quantity: Estimated No. of Hours Unit: Hour Work Item: Repair Services (Outside Normal Business Hours). Specifications: Unlimited visits for emergency repair services upon request, 24-hour response time, performed by a repair crew of at least two (2) technicians, hourly rate inclusive of all travel and per diem. Non-emergency repairs outside business hours require prior written approval.
Quantity: 1 Unit: Lump Sum (LS) Work Item: : Provision of Replacement Parts for Roberts Filters P-700 Pacer II units. Specifications: All parts provided shall be new, factory manufactured, or of equivalent quality. Contractor responsible for maintaining adequate supply. Consumables and general supply items are excluded. Written estimate required for approval prior to replacement.
