• Quantity: -  Unit: -  Work Item: Preliminary Plans Phase - Schematic Design Services: Review conceptual planning and programming efforts; perform site surveys, due diligence, geotechnical investigations, and hazardous materials surveys with mitigation plan development; perform infrastructure analysis and site engineering, including utility coordination, water supply/distribution, waste water treatment/disposal, storm drainage, electrical supply/distribution, security/communication systems, site grading/paving, and security fencing (including electrified fencing).

• Quantity: -  Unit: -  Work Item: Preliminary Plans Phase - Schematic Design Drawings and A/E Calculations: Prepare schematic design drawings and A/E calculations in compliance with California Building Codes (CBCs), CDCR's design criteria guidelines, and all applicable ordinances/regulatory requirements; identify and resolve code issues with the Agency Having Jurisdiction (AHJ); coordinate site visits to institutions to determine path-of-travel.
• Quantity: -  Unit: -  Work Item: Design Development Phase Services: Generate design development drawings from approved schematic design documents for legislative submittal; evaluate, identify, and recommend swing space and temporary construction measures; ensure accurate sizing of equipment and materials for construction cost estimates.
• Quantity: -  Unit: -  Work Item: Working Drawing and Specifications Phase (Construction Documents): Provide fully coordinated construction documents across design disciplines and specialty consultants; integrate CDCR requested changes; prepare testing, inspection, and observation requirements; prepare necessary applications, plans, and reports (e.g., SWPPP, mitigation plans); provide engineering calculations, reports, and energy models; address and resolve all AHJ plan review comments for final working drawing approval; provide complete construction documents approved by CDCR and regulatory agencies for bidding, including construction cost estimates. All drawings and specifications must be stamped and signed by California licensed architects and engineers.
• Quantity: -  Unit: -  Work Item: Construction Support Services Phase: Attend pre-construction meetings; prepare conformed construction documents; participate in partnering sessions; respond to Requests For Information (RFIs); facilitate change orders; monitor onsite construction for contract compliance; prepare design bulletins for CDCR-initiated changes; review and approve submittals and shop drawings; review substitution requests; attend onsite team meetings; perform site visits; prepare project close-out punch lists; review and approve operation and maintenance manuals; coordinate staff/equipment relocation into renovated spaces; assist in preparing final as-built Building Information Modeling (BIM) models; participate in project close-out processes.
• Quantity: -  Unit: -  Work Item: General Documentation and Coordination Across All Phases: Respond to CDCR directives; coordinate and integrate CDCR changes; prepare updated cost estimates, basis of design reports, schedules, and work plans; manage sub-consultants and communication channels; provide necessary onsite A/E services for project design/construction; facilitate discipline coordination and regulatory agency consultation (OSFM, California Department of Public Health); ensure designs meet all applicable codes, standards, regulations, laws, licensing requirements and CDCR manuals; provide design and construction documents using parametric and object-based BIM (Autodesk Revit Architecture, Revit MEP, Revit Structure) and site civil design using AutoCAD Civil 3D; prepare specifications in Microsoft Word and estimates in Microsoft Excel.
