General Project Description
The California Department of Corrections and Rehabilitation (CDCR) is seeking a firm to provide construction project management services specializing in the analysis and resolution of construction claims and disputes. These services are for new construction and renovation projects funded from Fiscal Years 2021/2022 through 2025/2026. The scope includes three phases: Phase I (Construction) involves reviewing disputes, analyzing issues for merit, entitlement, and damages, and providing draft recommendations. Phase II (Administrative Claim Review) includes evaluating claims for compliance, supporting documentation, entitlement, merit, and costs; reviewing CDCR project files; preparing chronologies; analyzing contractor schedules and productivity; recommending causation and liability for damages and delays; analyzing project cost records and financial records; assessing liability and costs for settlement; assessing retention and liquidated damages; attending meetings; supporting negotiations; preparing draft claim review reports; interviewing personnel; and conducting site visits. Phase III (Arbitration) involves acting as an expert witness, providing testimony at depositions and hearings, and attending arbitrations, meetings, negotiations, and mediations. Additional dispute/claim resolution services, such as mediation services and special projects involving review and analysis of construction project work (e.g., design/construction defects, documentation, schedules, cost records), may also be required.
