California Department of General Services is seeking bids from qualified and interested contractors for the following project titled, IFB - Boiler Maintenance Services, identified under Solicitation ID: CR-25-269460. Work is to be performed near 3737 Main St, Riverside, CA 92501, USA in Riverside County.

General Project Description

The State of California, Department of General Services (DGS), Facilities Management Division (FMD) is seeking Boiler Maintenance and Repair services for state property. The contractor will provide all necessary labor, equipment, and materials for preventive maintenance, foreseeable and emergency repairs, and technical support services for the boiler and associated equipment at the Riverside California Tower (Building #330). This includes comprehensive annual maintenance, various repair services on an as-needed basis, and telephone-based technical support.

General Bid Items

  • Quantity: -  Unit: -  Work Item: Conduct Hydrostatic test boiler at operating pressure. Inspect water side tubes or bundle for leaks.
  • Quantity: -  Unit: -  Work Item: Test relief valve setting for desired discharge. Adjust as required.
  • Quantity: -  Unit: -  Work Item: Perform combustion testing. Check and calibrate boiler burner for optimum air/fuel mixture. Specifications: Burner firing shall be fine-tuned and adjusted to its maximum efficiency level.
  • Quantity: -  Unit: -  Work Item: Wire brush and clean water tubes, flush water side to remove mud and scale. Clean all seating surfaces including hand holes, plates, manway doors and boiler heads.
  • Quantity: -  Unit: -  Work Item: Flush expansion tanks, sight glass, low water cut-out. Specifications: Install new gauge glasses if needed. Operational testing of each piece of equipment.

  • Quantity: -  Unit: -  Work Item: Inspect high water temperature control for accurate temperature and pressure readings, ensure safety devices are functioning correctly. Specifications: Replace if necessary.

  • Quantity: -  Unit: -  Work Item: Inspect gaskets on hand holes, manways, boiler heads. Specifications: Remove and replace worn or inoperable items as necessary.
  • Quantity: -  Unit: -  Work Item: Open fireside of boiler. Inspect, brush and vacuum out fire box or fire tubes. Remove any visible soot and dirt.

  • Quantity: -  Unit: -  Work Item: Inspect insulation on firebox. Specifications: Make minor patching repairs to insulation, as needed.
  • Quantity: -  Unit: -  Work Item: Remove and inspect burner and gas pilot. Clean, inspect and reset pilot electrode if inoperable. Specifications: Remove and replace pilot electrode with approval from FMD.
  • Quantity: -  Unit: -  Work Item: Inspect fan motor belts for wear and proper tension. Specifications: Remove and replace if worn or damaged.
  • Quantity: -  Unit: -  Work Item: Inspect and test damper, verify that the damper blades close tightly and flush when the actuator is energized. Clean the damper with a lint-free cloth to remove dust and debris.
  • Quantity: -  Unit: -  Work Item: Inspect the seals along the edges of the damper blades for wear or deterioration.
  • Quantity: -  Unit: -  Work Item: Remove and replace damper motor if needed. Specifications: With approval from FMD Contract Administrator.

  • Quantity: -  Unit: -  Work Item: Close up boiler fireside and waterside. Fill boiler with treated water. Specifications: Chemicals to be provided by the State.
  • Quantity: -  Unit: -  Work Item: Check for proper operation of all safeties, water cut outs, flame safeguards controls for pilot and flame ignition detection and proper lockout and gas valve shut offs.
  • Quantity: -  Unit: -  Work Item: Inspect blowdown valve for blockages. Ensure they are clear for proper sediment removal. Specifications: Replace if necessary.
  • Quantity: -  Unit: -  Work Item: Calibrate all controls to manufacturer specifications. Adjust all boiler operating limits and interlocks.
  • Quantity: -  Unit: -  Work Item: Inspect high pressure cutout control or any signs of damage, corrosion, or leaks. Verify that the high-pressure limit control is functioning correctly and is set to the proper pressure limit. Specifications: Replace if necessary.

  • Quantity: -  Unit: -  Work Item: Inspect pump coupling for signs of wear or cracks. Use a dial indicator to check the coupling alignment with the equipment coupled. If misalignment is detected, align and lubricate the pump coupling. Specifications: Remove and replace if necessary.

  • Quantity: -  Unit: -  Work Item: Provide necessary repair services as required to keep equipment fully operational in accordance with manufacturer's standards.
