California Department of State Hospitals (DSH) is seeking bids from qualified and interested contractors for the following project titled, Roof Maintenance and Repairs, identified under Solicitation ID: 25-11008-000. Work is to be performed near 10333 El Camino Real, Atascadero, CA 93422, USA in San Luis Obispo County.
General Project Description
The Department of State Hospitals Atascadero (DSH) is soliciting bids for a contractor to perform Roof Maintenance and Repair Services on approximately 1,500 square feet of the main hospital building. The contractor is responsible for providing all necessary machinery, equipped vehicles, tools, materials, supplies, transportation, licenses, permits, prevailing wages, insurance, personnel, and labor for the duration of the project. The work includes comprehensive roof substrate preparation such as removing loose dirt, gravel, debris, tar, and algae; pressure washing/scrubbing; power brooming/hand sweeping; securing fasteners, metal, and sharp edges flush with the deck; ensuring the deck is free from ponding water; and filling holes/voids with expanding foam. New roofing material will be applied using a three-course (three-direction) application process with American Standard Coatings (ASC) emulsion at specified rates. The project also entails replacing galvanized steel roof flashing according to industry standards, including cleaning old flashing locations, sealing new flashing, and coating with rubber. The contractor must adhere to site safety protocols, security clearances, tool control policies, and is responsible for legal and proper disposal of all debris daily. Subcontractors are not permitted for this project.

- Quantity: 1 Unit: EA Work Item: Patch location holes and roof voids with expanding foam and embed polyester fabric. Specifications: Use American Standard Coatings (ASC) emulsion (or like), apply at a rate of 1 gallon/100 ft² brush or roll onto substrate, embed fabric, immediately apply another coat at the same rate. Feather emulsion 1-2 inches past fabric edge.
- Quantity: 1 Unit: EA Work Item: Apply ASC to 3-coursed areas. Specifications: Use 3/8" nap roller, apply at a rate of 1-1.5 gallons/100 ft². Allow area to dry, cross hatch coats and repeat until desired thickness. Rate of application 4 gallons/100 ft² .10 mils.
- Quantity: 1 Unit: EA Work Item: Replace flashing if needed. Specifications: Use galvanized steel roof flashing, following industry standards.
- Quantity: 1 Unit: EA Work Item: Clean old flashing location and clear of debris.
- Quantity: 1 Unit: EA Work Item: Seal new flashing to the roof.
- Quantity: 1 Unit: EA Work Item: Top and bottom coat new flashing with rubber coat, including installation of polyester cloth embedded in rubber coat.
- Quantity: 1 Unit: EA Work Item: Coat entire new flashing in rubber coat.
- Quantity: 1 Unit: EA Work Item: Dispose of all materials, rubbish, debris, and waste materials legally and properly off hospital grounds daily upon completion of work each day.
