General Project Description
The California Department of Veterans Affairs (CalVet) is seeking quotes from certified Disabled Veteran Business Enterprises (DVBE) for bio-hazardous, pharmaceutical, and medical waste pick-up and disposal services at the Veterans Home of California – Lancaster from July 1, 2026, through June 30, 2029. The contractor will be responsible for providing all labor, materials, transportation, containers, licenses, and permits for the pick-up and disposal of bio-hazardous, pharmaceutical, and medical waste, including sharps, trace biohazardous items, and expired or unused medications. Services must comply with all federal, state, and local laws, and CalVet policy, including Title 22 CCR §87303(a), Health & Safety Code §118215, and Cal/OSHA safety standards. The scope includes scheduled monthly pick-ups and unscheduled/emergency pick-ups, inspecting medical waste packaging, providing waste manifests and certificates of disposal, maintaining service records, ensuring staff wear appropriate PPE, and using leak-proof, EPA-approved containers. The contractor must develop an Operational Plan describing procedures for pickup, transport, treatment, and final disposal, including Spill Prevention and Contingency Measures.
