General Project Description
The California High-Speed Rail Authority is seeking proposals from qualified firms for the Track and Systems Construction Contract (TSCC) to deliver the 171-mile Early Operating Segment of the California High-Speed Rail System. The project involves extensive civil works, track construction, overhead contact system (OCS) installation, and the design, construction, testing, and commissioning of high-speed rail systems, including traction power, train control, telecommunications, and Supervisory Control and Data Acquisition (SCADA) systems. The scope also includes Fresno County railhead development and various systems integration, safety certification, testing, and commissioning activities for the entire rail system. Work will be delivered using a hybrid model that emphasizes collaborative partnering, risk mitigation, and progressive project development through multiple packages, with options for Maintenance of Way Facility, Operations Control Center, and Trainset Certification Facility, as well as high-desert corridor extensions.
