General Project Description

The California High-Speed Rail Authority is seeking a Co-Development Partner (CDP) through this Request for Qualifications (RFQ) to enter into a Co-Development Agreement (CDA). The selected partner will be instrumental in the planning, design, building, and operation of the high-speed rail system across California. The work involves establishing a technically and financially viable path for phased delivery of the program, determining efficient commercial mechanisms for the Early Operating Segment (EOS), and identifying viable Asset Commercialization Opportunities (ACOs) to maximize revenue potential. Key activities include strategic, technical, commercial, and financial analyses, developing program phasing and delivery strategies, financial modeling, and preparing for the competitive procurement of contractors, operators, and tenants for future development projects under public-private partnership agreements. The scope aims to integrate design, construction, operations, and financial considerations to achieve program goals and value.
