California Highway Patrol (CHP) is seeking bids from qualified and interested contractors for the following project titled, CHP Cache Creek Platform Scales - Portable Chemical Toilet Rental and Maintenance Services, identified under Solicitation ID: 25C830003. Work is to be performed near Mojave, CA 93501, USA in Kern County.
General Project Description
This project involves the rental and comprehensive maintenance services for two (2) ADA-compliant portable chemical toilets to be located at the CHP Cache Creek Platform Scales. The contractor is responsible for furnishing all necessary supplies, materials, tools, equipment, labor, personnel, and supervision. Services include pumping holding tanks, proper waste disposal in accordance with all federal, state, and local laws, and removing all related debris. Additionally, the contractor must ensure the toilets are kept in good, clean, and safe operating condition, involving thorough washing of all interior and exterior surfaces with specific cleaners, and refilling holding tanks with a prescribed mixture of clean water and cleaner. All aspects of the toilet units, including grab bars, door hardware, maneuvering space, water closet, toilet paper dispenser, and hand sanitizer dispenser, must conform to current Americans with Disabilities Act (ADA) codes and California Building Code (CBC) regulations.
General Bid Items
- Quantity: 2 Unit: Each Work Item: ADA Portable Chemical Toilet Rental
- Quantity: 3 (three) times per week for the term of the agreement (estimated 36 months) Unit: Service Work Item: Portable Chemical Toilet Maintenance Services. Specifications: Furnish all supplies, materials, tools, equipment, labor, personnel, and supervision. Contractor shall pump out the holding tanks and properly dispose of waste in accordance with all Federal, State, and local laws, rules, and regulations. Remove and dispose of all debris created during performance of services. Contractor must meet the requirements of the Environmental Health Services Department and County Public Works Department of the county jurisdiction for waste removal and disposal. Contractor shall keep portable toilets in good, clean, and safe operating condition, including washing all portable toilets inside and out (walls, floors, toilet seats, and ceilings) using Aqua-Kem cleaner or equivalent to ensure proper sanitation. Contractor shall refill each portable toilet to minimum of ten (10) inches with a mixture of clean water and Aqua-Kem cleaner or equivalent product. Contractor shall adjust grab bars upon delivery and at each service visit (ADA compliance). Contractor shall adjust door closers (if provided) upon delivery and at each service visit (ADA compliance, sweep period from 70-degrees open to 3-inches from latch shall be no less than 3 seconds). Contractor shall locate and secure Portable Toilet Unit(s) as directed by CHP staff. Door opening hardware shall be centered between 34-inches and 48-inches above finished floor (ADA 404.2.7 and CBC 1008.1.9.2). Force to activate door hardware shall not exceed 5 lbs. (ADA 309.4 and CBC 1008.1.3). Bottom of door shall have a 10-inch high smooth, uninterrupted surface the full width of push side (ADA 404.2.10 and CBC1133B.2.6). Door shall swing outward. Raised threshold and floor level changes greater than ¼-inch shall be beveled with a slope no greater than 1:2. Vertical changes in height shall not exceed ½-inch (ADA 303.3 and CBC 1133B.2.4.1). Provide 60-inches clear perpendicular to pull side of door the full width of door plus 18-inch extension at latch side (ADA 404.2.4.1 and ADA 404.2.4 and CBC 1133B.2.4.2 and CBC 1133B.2.4.3). Provide 18-inches clear at latch side of door the full width of door (ADA 404.2.4.1 and ADA 404.2.4.1 and CBC 1133B.2.4.3). Maneuvering space: 60-inch diameter minimum clear floor space (ADA 304.3.1 and CBC 1115B.3.2.1). Floor shall be stable, firm, and slip resistant (ADA 302.1 and CBC 1124B.1). Water Closet (WC) position 18-inches from side wall to centerline of WC (ADA 604.2 and CBC 1115B.4.1.1). 32-inch wide clear floor space from surface of WC to opposite side wall, extending from rear wall to front of WC (CBC 1115B.4.1.1). Clearance around WC shall be 60-inches minimum perpendicular to side wall and 56-inches minimum perpendicular from rear wall (ADA 604.3.1). WC Seat height shall be between 17-inches minimum and 19-inches maximum from the floor to the top of toilet seat. Seats shall not be thicker than 2-inches. Seats shall not be sprung to return to a lifted position (ADA 604.4 and CBC 1115B.4.1.4). Side wall Grab Bar (GB) shall be 42-inches long minimum, located 12-inches maximum from the rear wall and extending 54-inches minimum from the rear wall. The front edge of the GB shall be a minimum of 24-inches from front of WC (ADA 604.5.1 and CBC 1115B.4.1.3.3.1). Rear wall GB shall be 36-inches long minimum and extend from the centerline of the WC 12-inches minimum on one side and 24-inches minimum on the other side (ADA 604.5.2 and CBC 1115B.4.1.3.3.2). Diameter of GB shall be between 1 ½-inch minimum and 1 ½-inch maximum (ADA 609.2.1 and CBC 1115B.7.1). Spacing between GB and wall shall be 1 ½-inches (ADA 609.3 and CBC 1115B.7.1). GB shall not project more than 3-inches into required clear floor space (CBC 1115B.4.1.3). GB shall not rotate within their fittings (ADA 609.6 and CBC 1115B.7.2.5). Allowable stresses for GB shall not be exceeded for materials used when a vertical or horizontal force of 250 pounds is applied at any point on the GB, fastener, mounting device, or supporting structure (ADA 609.8 and CBC 1115B.7.2.1 and CBC 1115B.7.2.2). Toilet Paper Dispenser (TPD) shall be 7-inches minimum and 9-inches maximum in front of WC measured to the centerline of the dispenser. Front edge of TPD cannot exceed 12-inches from front edge of toilet seat and cannot exceed 36-inches from rear wall (ADA 604.7 and CBC 1115B.8.4). The outlet of the TPD shall be 15-inches minimum and 48-inches maximum above the floor. Do not locate behind GB's. Centerline of TPD shall be 19-inch minimum above finish floor (ADA 604.7 and CBC 1115B.8.4). TPD shall be continuous flow type (ADA 604.7 and CBC 1115B.8.4). Hand Sanitizer Dispenser mounted at interior wall with 15-inches clear at both sides and operable part at 40-inches above floor (CBC 1115B.8.3 and CBC 1118B.4.1). Hand Sanitizer Dispenser operable with one hand requiring no tight grasping, pinching, or twisting of the wrist (309.4 and CBC 1117B.6.4).
