General Project Description

Caltrans District 2 seeks an experienced contractor to conduct the Humboldt-Siskiyou Tribal Territory Climate Adaptation Technical Feasibility Study along State Route 96 (SR 96) in Humboldt and Siskiyou Counties, Northern California. The study's primary goals are to provide a climate vulnerability-informed technical feasibility assessment, focusing on geologic and hydraulics, considering nature-based solutions; develop a prioritized set of candidate projects for future funding; and create a Strategic Investment Strategy (SIS) for high-priority projects. The scope of work includes data collection, Geodatabase creation, identification and prioritization of Location-Based Climate Adaptation Needs (LBCANs), a desktop assessment for Zero Emissions Vehicle (ZEV) infrastructure site suitability, geotechnical and hydraulics assessments, development of adaptation solutions (including Nature-Based Solutions), benefit-cost analyses, and a funding implementation strategy. The study will generate feasibility-level, conceptual solutions and costing, but not detailed engineering or design work.

Specifications: Capture existing LBCANs in Geodatabase (geospatial reference, coordinates, postmiles), assess data sets, evaluate LBCANs against funded projects, solicit input from Caltrans CM, TAG, PAG, conduct data analysis (e.g., wildfire perimeters, landslide susceptibility, flooding, erosion zones), identify new LBCANs, conduct quality assurance, provide draft LBCANs in Geodatabase, address comments.

Specifications: Conduct desktop-level site suitability analysis for ZEV charging infrastructure along SR 96 (light, medium, heavy-duty vehicles), corridor-level analysis using NEVI standards, consider local road networks, develop heat map for ideal EV charger areas, identify potential ZEV portable infrastructure for emergency services. Capture analysis in ZEV Infrastructure Site Suitability Summary Report.
Quantity: - Unit: - Work Item: Geotechnical, Hydraulics, or other Technical Assessment, Adaptation Solutions, and Conceptual Projects Development. Specifications: Evaluate highest priority LBCANs (Top Ten), conduct geotechnical/hydraulics assessments (research historical info, site visits, preliminary drainage study, floodplain evaluation, hydraulics calculations), develop Scoping Document for Top Ten LBCANs. Explore potential solutions to permanently address LBCAN needs, assess feasibility, identify 2-3 solutions per site, incorporate NBS (3-5 sites), identify preferred solution, develop Draft Adaptation Solutions and Conceptual Projects Summary Report.

Specifications: Identify areas where NBS can complement/replace traditional engineering solutions for climate adaptation, focus on eco-friendly methods for terrain stabilization/water flow, couple NBS with traditional engineering for holistic solutions, prioritize ecological/low-impact solutions, conduct Existing Conditions Analysis of Landslide and Rockfall Hazards, engage local tribes for Traditional Ecological Knowledge (TEK) integration, conduct geotechnical/hydraulics assessments for NBS solutions (wetland restoration, streambank stabilization, permeable surfaces/bioswales, soil/hydraulics testing, climate projections, long-term sustainability evaluation, innovative approaches, adaptive reforestation, nature-inspired rockfall control). Integrate NBS into Adaptation Solutions and Conceptual Projects Report and Project Geodatabase.
Quantity: - Unit: - Work Item: Funding Implementation Strategy, Strategic Investment Strategy (SIS), and Project Initiation Report (PIR) Ready Projects. Specifications: Identify potential funding sources (SB1, STIP, PROTECT, SHOPP, Non-SHOPP, LTCAP), evaluate projects against eligibility, identify criteria to prioritize LBCANs, score projects, provide recommendations for 10-year funding plan and portfolio strategy, conduct simple payback calculation for each conceptual project, develop projected life cycle costs, conduct full Benefit-Cost Analysis (BCA) for top 1-2 prioritized conceptual projects (per US DOT BCA Guidance), capture all SIS data in Project Geodatabase, integrate SIS into web-based application, develop one-page Fact Sheet for each Top Ten LBCAN conceptual project, prepare Funding Implementation Strategy Report.

Specifications: Electronically transmit all native files of draft and final work products (reports, Geodatabase, GIS data, web applications, Data Dictionary) in usable electronic formats to Caltrans within 20 working days of Agreement expiration. All GIS data deliverables compatible with ArcGIS Pro, preserving metadata and established symbology, functioning within Caltrans Enterprise system.
