General Project Description
The City of Capitola is seeking qualified consulting firms to provide technical planning and analysis services for the development of its first comprehensive Active Transportation Plan (ATP). The project aims to enhance safety, connectivity, equity, and climate resilience for all road users within the city. The selected consultant will support data collection, analysis, mapping, safety evaluation, network development, and project prioritization. Key tasks include reviewing existing transportation and land-use plans, inventorying existing pedestrian and bicycle facilities, analyzing collision data, performing Level of Traffic Stress (LTS) analysis, identifying network barriers and gaps, developing infrastructure and non-infrastructure recommendations, and creating a project rating and prioritization system. The consultant will also be responsible for preparing technical maps, graphics, and data summaries, and participating in coordination meetings with City staff and Ecology Action. This project is funded through a California Department of Transportation (Caltrans) Sustainable Communities Planning Grant (SB-1).

- Quantity: 1 Unit: LS Work Item: Technical Maps, Graphics, and Data Summaries. Specifications: Preparation of visual aids for plan development, presentations, and public communication, including summary maps of existing facilities, safety data, barriers/gaps, and project recommendations.
