General Project Description

The City of Capitola seeks professional planning, technical analysis, and conceptual design consultant services for the Esplanade Park Coastal Access Enhancement & Adaptation Plan. This grant-funded project aims to evaluate climate vulnerability, coastal hazards, and drainage constraints within Esplanade Park, a 0.53-acre waterfront park, and develop long-term adaptation strategies. The scope includes sea level rise modeling, stormwater infrastructure assessment, community and tribal engagement, development of three to four conceptual alternatives (10-15% design level), refinement of a preferred alternative (to 30% planning-level design), planning-level cost estimates, regulatory pathway analysis, and preparation of technical documentation and graphics.
