General Project Description
Contra Costa Water District (CCWD) is seeking design, procurement, programming, and construction services for a design/build contract to upgrade the Distributed Control System (DCS) Programmable Logic Controller (PLC) and Remote I/O (RIO) infrastructure at the Randall Bold Water Treatment Plant in Oakley, California. The project involves replacing outdated PLCs, RIO components, and related control infrastructure with modern Modicon PLC platforms (M580/M340) and X80 Remote I/O components, including the upgrade/replacement of Local Operator Panels and control panels, terminal blocks, fuses, relays, radios, power supplies, and patch panels. The scope encompasses comprehensive project management, system integration, design, fabrication, installation, testing, commissioning, documentation, support, and training for a fully operational and modernized PLC control system that integrates with the existing Wonderware System Platform HMI and complies with CCWD standards, codes, and cybersecurity frameworks.
