East Bay Regional Park District is seeking bids from qualified and interested contractors for the following project titled, Tilden Wildland Fuels Reduction - Merry-Go-Round and Golf Course, identified under Solicitation ID: -. Work is to be performed near Central Park Drive &, Lake Anza Rd, Berkeley, CA 94708, USA in Contra Costa County.

General Project Description

This Request for Proposals is for wildland fuels reduction work at the Tilden Merry-Go-Round and Tilden Golf Course units. The project aims to reduce hazardous wildland fuel loading in forested areas through extensive use of large felling and biomass-processing equipment. The work involves technical, environmentally sensitive vegetation management, including tree and shrub removal, chipping, mastication, and off-site hauling of biomass. Advanced techniques such as climbing, rigging, and crane operations may be required due to large trees near sensitive resources or power lines. Public safety and protection of sensitive habitats, wildlife, and existing infrastructure (roads, trails, utilities) are paramount, requiring strict traffic control and environmental best management practices.

General Bid Items

  • Quantity: -  Unit: -  Work Item: Removal of eucalyptus trees under 24" diameter at breast height (DBH) marked with blue paint within a 100' buffer of paved roads or parking areas. Specifications: Material to be hauled off-site unless under 4” diameter (tops); small material can be chipped and evenly distributed following BMPs.
  • Quantity: -  Unit: -  Work Item: Removal of eucalyptus stems 1-2" DBH or less OR marked with blue paint in all other areas of the Merry-Go-Round project unit. Specifications: Material to be hauled off-site unless under 4" diameter (tops); small material can be chipped.
  • Quantity: -  Unit: -  Work Item: Removal of small bay tree stems under 7” DBH or marked with blue paint in the Merry-Go-Round project unit. Specifications: Material to be chipped or masticated onsite.
  • Quantity: -  Unit: -  Work Item: Removal of down trees and logs marked with blue paint or under 24” in diameter in the Merry-Go-Round project unit. Specifications: Retained down material must be cleaned of smaller diameter material; material to be chipped or masticated onsite unless chip BMPs are surpassed, then hauled off-site.
  • Quantity: -  Unit: -  Work Item: Removal of all eucalyptus stems under 24” DBH and larger eucalyptus stems marked with blue paint in the Golf Course project unit. Specifications: Material to be hauled off-site unless under 4" diameter (tops); small material can be chipped or piled for burning at specified locations.
  • Quantity: -  Unit: -  Work Item: Removal of small bay tree stems under 7” DBH or marked with blue paint in the Golf Course project unit. Specifications: Material to be chipped, piled, or masticated onsite.
  • Quantity: -  Unit: -  Work Item: Reduction of shrub areas along trail edges or as mapped by 50% through removal of shrubs down to the stump in the Golf Course project unit. Specifications: Flagging can be placed in field as needed.
  • Quantity: -  Unit: -  Work Item: Removal of all pine trees in the Golf Course project unit.
  • Quantity: -  Unit: -  Work Item: Removal of all down trees and logs marked with blue paint or under 24” in diameter in the Golf Course project unit. Specifications: Retained down material must be cleaned of smaller diameter material; material to be chipped, piled, or masticated onsite.
  • Quantity: -  Unit: -  Work Item: Stump treatment. Specifications: Stumps shall be cut horizontally, as close as possible to ground level, not exceeding 3” in height above grade for effective herbicide application.
  • Quantity: -  Unit: -  Work Item: Biomass disposal. Specifications: All off-hauled biomass will become the contractor's property and must be responsibly disposed of by any means other than landfill.
  • Quantity: -  Unit: -  Work Item: Onsite chipping/mastication. Specifications: Chip depths shall not exceed 4" deep in any area and should not cover the entirety of any area; exceeding these limits will result in direction to remove chip and/or spread it out.
  • Quantity: -  Unit: -  Work Item: Traffic control during felling and tree removal operations within 200 feet of roads and trails. Specifications: Contractor-developed plan; post a lookout on roads/trails for public safety; adhere to city/county road closure requirements; flaggers wear highly visible garments and use warning signs, cones, STOP/SLOW paddles.
