Unofficial Notice of Invitation to Bid (NIB)

East Bay Regional Park District is seeking bids from qualified and interested contractors for the following project titled, Tilden Nature Area Wildfire Resilience Project, identified under Solicitation ID: -. Work is to be performed near Central Park Dr, Berkeley, CA 94708, USA in Contra Costa County.

General Project Description

This Request for Proposals seeks experienced, reputable, and qualified Licensed Timber Operators and/or Tree Service Contractors to complete large-scale removal of eucalyptus and other trees, and reduce ladder and accumulated surface fuels on approximately 27 acres within the Tilden Nature Area. The project, divided into two units (11 and 16 acres), will involve extensive use of large felling and biomass-processing equipment, as well as advanced felling techniques near sensitive resources. Most biomass will be transported offsite for responsible disposal by the contractor. Stumps will be treated with District-supplied herbicide to prevent re-sprouting. The work is subject to seasonal restrictions for sensitive species.

General Bid Items

  • Quantity: 11  Unit: Acre  Work Item: Removal of all remaining eucalyptus trees in Unit 1 (Jewel Lake), unless clearly marked with orange paint.
  • Quantity: 11  Unit: Acre  Work Item: Removal of all down trees, logs, and branches under 24” diameter in Unit 1 (Jewel Lake), except those partially embedded in the ground or in a state of decay (as determined by District Representative).
  • Quantity: 930  Unit: Tons  Work Item: Estimated biomass removal from Unit 1 (Jewel Lake), to be hauled off-site. Specifications: All off-hauled biomass becomes the contractor's property and must be responsibly disposed of by means other than landfill.
  • Quantity: 16  Unit: Acre  Work Item: Thinning of mature eucalyptus stands, reduction of ladder fuels, and reduction of accumulated surface fuels in Unit 2.
  • Quantity: LS  Unit: LS  Work Item: Stump treatment to prevent re-sprouting. Specifications: Stumps must be cut horizontally, as close as possible to ground level, not exceeding 3” in height above grade, and treated with District-supplied herbicide immediately after cutting (unless marked "No-Herbicide" area).
  • Quantity: LS  Unit: LS  Work Item: Herbicide application (with dye and carrier materials provided by District). Specifications: Performed by a qualified or certified pesticide technician (PCA or QA) registered to perform services in Contra Costa and Alameda counties.
  • Quantity: LS  Unit: LS  Work Item: General Project Cleanliness. Specifications: Keep project area free from waste, rubbish; remove all rubbish, tools, equipment, surplus materials to leave work "broom clean".
  • Quantity: LS  Unit: LS  Work Item: Traffic Control. Specifications: Sole responsibility of Contractor; post lookout for felling/tree removal within 200 feet of roads/trails; adhere to all city/county traffic control measures for road closure; use flaggers with high-visibility garments, warning signs, cones, STOP/SLOW paddles.
