General Project Description
The SAFER Bay Project is a multi-jurisdictional collaboration aimed at protecting communities and critical infrastructure from sea level rise and tidal flooding along the southeastern San Francisco Bay shoreline in East Palo Alto and Menlo Park. This Request for Proposals (RFP) is seeking professional engineering and related services for Phase 1 of the project, focusing on the North of Bay Road Reach (STA 52+27 to 69+00). The scope includes comprehensive planning, environmental review support, design (advancing from approximately 10% to 100% design level), permitting support, public outreach support, and bid support activities. The project integrates engineered flood protection features with nature-based solutions and ecosystem restoration, including the design and refinement of tidal channels, high-tide refugia, and revegetation areas, to achieve a 100-year level of flood protection. The consultant's tasks encompass project management, value engineering, data collection, basis for design, various design document preparations (30%, 60%, 90%, 100%), environmental compliance (CEQA, NEPA), regulatory permitting, and public outreach.
