General Project Description

The City of El Monte is soliciting competitive proposals from qualified Contractors for the design, supply, and installation of electric vehicle (EV) charging stations to expand the City's EV charging infrastructure and support its Clean Mobility Nexus Project. The project involves the design, procurement, and installation of seven (7) dual-port Level 2 EV charging stations at four designated City locations and three (3) dual-port DC Level 3 Fast EV charging stations at the Public Works Yard, compatible with BYD 30-foot electric buses and other heavy-duty fleet vehicles. The scope includes comprehensive planning and design, permitting and compliance, utility coordination, site infrastructure construction (including civil work and electrical connections), equipment procurement and installation, commissioning, testing, inspections, training for City staff, provision of all required documentation and warranties, and a minimum of five years of continued maintenance and networking services. All work must comply with applicable federal, state, and local codes and regulations, including ADA accessibility guidelines.

Quantity: 1 Unit: LS Work Item: Design and preparation of plans and specifications for the four (4) locations, including installation layout, civil and electrical plans, signage, and pavement markings.
Quantity: 1 Unit: LS Work Item: Obtain all necessary permits and approvals; coordinate with utilities (Southern California Edison) and railroads (Union Pacific Railroad and Metrolink) and include any fees necessary to support successful connectivity services, including DigAlert (811) requirements.
Quantity: 1 Unit: LS Work Item: Construct and install electrical conduits and electrical connections to supply power for the complete installation and operation of the EV chargers, including electrical panels, transformers, switchgear, and copper conductors (3-phase, 4-wire configuration typical).
Quantity: 1 Unit: LS Work Item: Construct necessary infrastructure to support the installation and operation of the EV chargers, including site preparation, civil work (excavation, trenching, boring, ADA modifications, curb cuts, accessible signage), concrete pads, protective bollards, pavement/sidewalk/landscaping restoration, and localized grading.
