General Project Description
The City of Folsom seeks to establish a list of up to five pre-qualified consulting firms to provide on-call environmental review services for development projects on an as-needed basis. The scope of work, defined by individual task orders, includes the preparation of environmental documents such as Exemption determinations, Initial Study checklists, streamlining memos, addendums, Negative Declarations (ND), Mitigated Negative Declarations (MND), and Environmental Impact Reports (EIRs), along with required noticing documents. Consultants will also provide technical expertise and reports to analyze potential impacts related to aesthetics, visual, noise, traffic, Vehicle Miles Traveled (VMT), air quality, greenhouse gas, hydrology, geotechnical, biological, cultural, and historic resources. Services also include coordinating technical studies, preparing and filing notices with county and state clearinghouses, attending project hearings, providing peer review of technical reports (e.g., arborist, air quality, cultural, biological, geotechnical, traffic impact, VMT, noise, hydrological studies), and offering occasional guidance to City staff on California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) processing requirements.
