Fremont City is seeking bids from qualified and interested contractors for the following project titled, Centerville Rail Crossing Safety Enhancement Project Engineering and Support Services - PS&E Phase, identified under Solicitation ID: 26-015. Work is to be performed near 3300 Capitol Ave, Fremont, CA 94538, USA in Alameda County.

General Project Description

The City of Fremont is seeking proposals from qualified firms to provide professional engineering and support services for the Centerville Rail Crossing Safety Enhancement Project. The project aims to improve safety at railroad crossings by implementing quiet zones and related infrastructure. The scope primarily involves civil design, traffic engineering design, and quiet zone consulting services, encompassing project management, stakeholder coordination with various agencies (UPRR, CPUC, FRA), survey and utility coordination, and the preparation of Plans, Specifications, and Estimates (PS&E) in Caltrans format. This also includes the design of stormwater treatment measures and preparation of a Storm Water Management Plan (SWMP) and Storm Water Pollution Prevention Plan (SWPPP), along with quiet zone documentation, and Right-of-Way services. Optional construction support services are also outlined.

Specifications: Prepare and maintain a detailed Critical Path Method (CPM) schedule, coordinate subconsultants, provide monthly progress/performance reports and invoices, provide assistance with semi-annual progress reports and invoices to Alameda CTC.

Specifications: Identify and lead coordination with UPRR, CPUC, FRA, City Fire Department, adjacent property owners, HOAs, and commercial property managers for plan review, preemption timing, GO88B support, quiet zone documentation, and Alternative Safety Measures (ASM) approvals.

Specifications: Review 35% plans, provide comments/revisions, address comments, perform a site visit, research and obtain utility facility maps, coordinate with utilities, perform utility potholing, prepare signing and striping sheets (including ADA Ramp details), prepare plans and details as required by stakeholders, prepare preliminary construction cost estimate, develop technical specifications in Caltrans format, evaluate and design storm water treatment measures, prepare Storm Water Management Plan (SWMP) and Storm Water Pollution Prevention Plan (SWPPP) in accordance with State Water Resources Control Board Order WQ 2022-0057-DWQ.

Specifications: Finalize 95% plans, specifications, and quantities/estimates; coordinate and conduct utility potholing to verify viability; complete in-house quality control checks; review for constructibility and cost-saving measures. Deliverables include: Title Sheet with Vicinity/Site Map, Key Map and Line Index, Demolition Plans, Typical cross sections, Grading and Drainage Plans and Details, Utility Plans and Details, Plan and profile street improvement plans, Curb Return Profiles for all proposed bulb-outs, Signing and Striping sheets, Enhanced pedestrian crossing plans at Walnut Avenue/California Street intersection, Stormwater Management Plan, Technical Specifications, Plats & Legal descriptions, 100% Project Plans, 100% Project Technical Specifications, 100% Quantity Estimate, 100% Cost Estimate, Completed Design Checklist, Final PS&E Submittal (stamped and signed plans/final cost estimate).

Specifications: Prepare necessary documents for Centerville Railroad Corridor Quiet Zone establishment; update FRA Grade Crossing inventory forms; update quiet zone calculations and details; prepare draft Notice of Intent (NOI) to Establish Quiet Zone; prepare draft GO88B and application for FRA approval; prepare Interconnected Crossing Technical Memorandum and exhibits; prepare draft Notice of Quiet Zone Establishment (NOE) and CPUC Form G.
  • Quantity: -  Unit: -  Work Item: Right of Way Services. Specifications: Prepare plats and legal descriptions and other documentation for property acquisition and/or temporary construction easements, based on Caltrans and City of Fremont Standards.

Specifications: Provide assistance during bidding and construction phases including reviewing and responding to questions/RFIs, assisting with preparation of Addenda, reviewing contractor submittals, coordinating with stakeholders, performing Traffic Signal Controller Testing/Preparation and Cutover on Fremont Boulevard, and preparing post-construction as-built drawings. Deliverable: Electronic files in AutoCAD 2023 format for all civil drawings.
