General Project Description
The City of Glendale, through its Water and Power Department, acting on behalf of the Upper Los Angeles River Area (ULARA) Administrative Committee, is soliciting proposals from professional services/consulting firms specializing in hydrological and administrative services. The selected firm will serve as the court-appointed ULARA Watermaster, responsible for assisting the Superior Court in the administration and enforcement of the 1979 Judgment concerning water rights in the ULARA. This involves managing adjudicated groundwater basins (San Fernando, Sylmar, Verdugo, and Eagle Rock Basins) through various regular and support services including data collection, reporting, meeting attendance, and regulatory compliance.
