General Project Description

This project involves providing labor and equipment for the testing and analysis of oil samples from transformers, load tap changers, regulators, and circuit breakers for the City of Glendale Water & Power Department. The contract has an initial term of three (3) years with an option to renew for two (2) additional one-year periods. Work will be performed at thirteen (13) electric substations and various other locations within the City of Glendale's service area on a task order basis. The scope includes taking oil samples and conducting comprehensive laboratory testing for dissolved gasses (ASTM D3612C, total combustible gasses), moisture content (ASTM 1533, Karly Fischer method), interfacial tension (ASTM D971), acidity (ASTM D974), color (ASTM D1500), specific gravity (ASTM D1298), dielectric breakdown voltage (ASTM D1816), polychlorinated biphenyls (PCB) using EPA 8082, and Furan Analysis. The contractor must own and operate their own testing laboratory.
