Glendale City is seeking bids from qualified and interested contractors for the following project titled, Mobile Substation Procurement Project, identified under Solicitation ID: 3941. Work is to be performed near 613 E Broadway, Glendale, CA 91206, USA in Los Angeles County.

General Project Description

The City of Glendale, through Glendale Water and Power (GWP), is soliciting proposals for an Engineering, Procurement, and Construction (EPC) contract to deliver one (1) fully engineered, manufactured, tested, and functional 15 MVA mobile substation. The mobile substation is designed for temporary service restoration, planned outages, and emergency response across Glendale’s twelve (12) substations. It will be trailer-mounted, oil-insulated, forced-oil and forced-air cooled, with a 69 kV / 34.5 kV high-side to 12.47 kV / 4.16 kV low-side dual-voltage system, and engineered for a 30-year life expectancy. The scope includes provisions for a 1200 A, 72 kV, 40 kA high-side circuit breaker, a 2000 A, 15 kV, 25 kA vacuum low-side circuit breaker, relaying, controls, AC/DC auxiliary systems, grounding, spill containment, and trailer accessories. The design must ensure the entire unit is transportable on public highways without requiring over-width or over-height permits and conform to all applicable industry standards (e.g., IEEE, ANSI, NEMA, ASTM, Caltrans, U.S. DOT).
