Grass Valley City is seeking bids from qualified and interested contractors for the following project titled, CIVIL ENGINEERING DESIGN, PROJECT MANAGEMENT AND ENVIRONMENTAL SERVICES FOR THE WOLF CREEK COMMUNITY AND CONNECTIVITY PROJECT, identified under Solicitation ID: -. Work is to be performed near 125 E Main St, Grass Valley, CA 95945, USA in Nevada County.

General Project Description

The City of Grass Valley seeks professional civil engineering design, project management, and environmental services for the Wolf Creek Community and Connectivity Project. This multi-use trail project involves extending an existing 1.2-mile section by approximately 2.3 miles (Segments 2-6) up to Sutton Way, within the City of Grass Valley and Caltrans right-of-way. The comprehensive scope includes project management, surveying, geotechnical and structural engineering, environmental documentation (California Environmental Quality Act, CEQA, revalidation and special studies), regulatory permitting, public outreach, right-of-way and easement acquisition and coordination, utility coordination, and the preparation of Plans, Specifications, and Engineer’s Cost Estimates (PS&E) to enable future construction bidding. The project aims to enhance pedestrian and bicycle connectivity, encourage active transportation to improve air quality, and facilitate the restoration of degraded sections of Wolf Creek.

  • Quantity: -  Unit: -  Work Item: Project Management and Permitting. Specifications: Establish a Project Development Team (PDT); coordinate with City staff, Caltrans, and other oversight/resource agencies (e.g., Regional Water Quality Control Board, Army Corps of Engineers, CA Fish and Wildlife, utility companies); define key issues/goals; coordinate responsibilities; identify and prepare required documents, permits, and technical reports. Deliverables include bi-weekly meeting agendas, minutes, action items; monthly progress reports; updated schedules.
  • Quantity: -  Unit: -  Work Item: Surveying and Base Mapping. Specifications: Conduct field review; provide topographic survey information; compile final base map from topographic and prior surveys to identify existing utilities, drainage facilities, signing, striping, fences, trees, edges of pavement, hinge points, flow lines, ditches, slopes, structures, banks, ground points. Create existing ground surface in Autodesk Civil 3D (.dwg format), including 1-foot contour intervals. Identify and accurately map existing/proposed right-of-way and adjoining property lines. Provide permanent survey control. Tasks include traffic control and obtaining any necessary encroachment permits.

Specifications: Reevaluate and design a final multi-use trail alignment for Segments 2b, 4, and 5 (including a bridge crossing Wolf Creek for Segment 2b and revised alignments for Segments 4 and 5); conduct boundary analysis and records search to determine right-of-way and easement needs; update engineering plans to 30% level. Deliverables: Preferred Alignment Exhibit, 30% Engineering Plans (including plan, profile, details, and notes sheets).

Specifications: Revalidate the California Environmental Quality Act (CEQA) document; perform any special environmental studies and necessary documents to comply with CEQA for the preferred alignment. Deliverables: Technical Studies; Draft Initial Study; Final Initial Study; Notice of Determination (CEQA).
  • Quantity: -  Unit: -  Work Item: Right-of-Way (R/W) and Utility Coordination. Specifications: Establish existing right-of-way by recovering "Record Monuments"; identify existing/proposed right-of-way lines and easements on plans; identify utility companies and facilities; prepare "A," "B," and "C" letters for utility relocation; coordinate utility potholing work (including obtaining no-cost encroachment permits, contacting USA prior to excavation, and providing traffic control); prepare map indicating pothole locations and elevations of existing utility facilities.

Specifications: Conduct a geotechnical investigation for exploration and evaluation of project limits; develop recommendations for project design and construction components (roadway, cut & fill slopes, road structural section); perform laboratory testing on selected samples; conduct engineering analyses to define geologic/geotechnical conditions and mitigation options; design roadway structural section. Deliverable: Geotechnical Report.
  • Quantity: -  Unit: -  Work Item: Plans, Specifications, and Estimates (PS&E) Preparation. Specifications: Prepare and submit 70% and 90% (as necessary) Plans, Specifications, and Estimates in conformity with Caltrans and City of Grass Valley standards. Plans shall include (but not be limited to) Title Sheet, Notes, Key Map, Line Index, Abbreviations, Standard Plans List, Cross Sections, Plan and Profiles, Construction Details, Grading Plan, Drainage Plan, Landscaping Plan, Construction Staging, Traffic Control Plans, Construction Area Signs, Sign Plan and Details, Striping Plan and Details, Lighting Plans. Deliverables: Electronic PDF plans, electronic copy of Specifications (Special Provisions) in MS Word format, Engineer’s Cost Estimate, design notes, and calculations.
