General Project Description

The City of Hayward is seeking professional services to develop a Nighttime Safety Enhancement Plan. This plan will analyze and propose improvements to the City's streetlight system to enhance nighttime traffic safety and reduce crashes, aligning with the City's Vision Zero goal by 2050. The scope includes assessing existing lighting conditions, recommending minimum illumination levels, establishing maintenance and request programs for streetlights, developing short- and long-term capital improvement alternatives, and estimating greenhouse gas emission reductions from LED conversion. The consultant will conduct project management, existing conditions assessments, public outreach, facilitate Technical Advisory Committee meetings, develop alternatives with cost estimates, and create draft and final plans for City Council approval.
