General Project Description

The City of Hemet is seeking a qualified consultant/vendor to provide a turnkey Citywide Security Camera System. This project involves completely replacing existing video security systems at City Hall, Fire Administration, and Corporation Yard facilities located within Hemet's city limits. The scope includes supplying, installing, testing, and configuring high-definition, outdoor-rated cameras (fixed and PTZ), secure network infrastructure (fiber/copper/encrypted wireless with redundancy), an enterprise-grade, standards-based Video Management System (VMS) with centralized viewing, role-based access control, audit logging, and evidence export features. It also requires scalable storage architecture with configurable retention periods, cybersecurity hardening, privacy and legal compliance adherence, and operational usability. The selected vendor will also be responsible for disposing of existing equipment through e-waste recycling processes. The project includes requirements for system technical training, user training (16 hours), comprehensive system documentation (as-built copies, manuals, itemized parts list), a five-year warranty on materials and workmanship, and five years of system support including four preventative maintenance visits per year and rapid response for service requests.
