• Quantity: -  Unit: -  Work Item: Population and Land Use-Based Demand Forecasting, Specifications: Develop population growth and build-out projections based on General Plan land use, zoning, and regional planning documents; establish land use-based criteria for water demand, fire protection, wastewater generation, and recycled water usage; apply projections to determine future system needs across planning horizons.
• Quantity: -  Unit: -  Work Item: Hydraulic Modeling and Analysis, Specifications: Acquire, calibrate, and deliver 1 (one) GIS-based hydraulic model for water, wastewater, and recycled water systems; perform scenario analysis for existing, short-term, and build-out conditions; provide updated model files and mapping datasets to the City.
• Quantity: -  Unit: -  Work Item: Modeling Software Acquisition and Training, Specifications: Acquire 1 (one) floating license of selected modeling software; provide user training for 2–4 City staff over two full-day sessions. (Optional task for model maintenance and case-by-case analysis upon request, cost provided upon software selection).
