Hesperia City is seeking bids from qualified and interested contractors for the following project titled, WATER, RECYCLED WATER, AND WASTEWATER MASTER PLANS, identified under Solicitation ID: RFP ENG-2025-04. Work is to be performed near 9700 Seventh Ave, Hesperia, CA 92345, USA in San Bernardino County.

General Project Description

The City of Hesperia is seeking proposals from qualified consulting firms to prepare comprehensive Master Plans for Water, Recycled Water, and Wastewater systems. The project aims to evaluate existing utility infrastructure, develop strategic and data-driven plans for future improvements, expansion, and investments, and guide capital planning, system operation, and regulatory compliance through 2050. Key tasks include detailed system assessments, hydraulic modeling, demand forecasting, infrastructure condition analysis, development of prioritized capital improvements, wastewater system optimization (e.g., I&I, energy use), population and land use-based demand forecasting, regulatory and policy review (e.g., Title 22, SB 610/SB 221), and a "One Water" integration strategy. The consultant will be responsible for project management, data collection and review, field verification, flow monitoring, and the preparation and delivery of draft and final Master Plan reports along with all supporting technical data, figures, maps, models, and GIS files in editable formats.
