General Project Description

The City of Hesperia is seeking proposals from qualified consulting firms for a comprehensive update and restructuring of its Development Code (Title 16 of the Municipal Code). This project aims to modernize the Code, ensure clarity, consistency, and compliance with current State and Federal laws, and align with the City's General Plan, Housing Element, and Objective Design Standards. The scope includes reviewing existing codes, extensive public and decision-maker engagement, updating zoning maps, ensuring consistency with specific plans (Main Street Specific Plan and Freeway Corridor Specific Plan), preparing necessary California Environmental Quality Act (CEQA) documentation, and providing adoption support for the revised Code. The overarching goal is to produce a clear, internally consistent, state-law-compliant, modern Development Code that is user-friendly, legally defensible, and supports high-quality development, efficient permit processing, and the City's vision for future development.
