Unofficial Notice of Invitation to Bid (NIB)
Hesperia City is seeking bids from qualified and interested contractors for the following project titled, FY 2024-25 CDBG Street Improvements, identified under Solicitation ID: 7175. Work is to be performed near 9700 Seventh Ave, Hesperia, CA 92345, USA in San Bernardino County.
General Project Description
This is a federally funded construction contract, partially funded by Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). The project primarily involves pavement rehabilitations and re-establishment of pavement delineations and markings on various residential roads within the City of Hesperia. The general scope of work includes erosion control, unclassified excavations, traffic control, construction survey, staking, signage, barricades, and public safety provisions. It also entails the protection, removal, and replacement of existing facilities (e.g., street signs, fire hydrants, meter boxes, vaults), hauling and legal disposal of removed materials (dirt, concrete, asphalt), mobilization and demobilization, furnishing construction water, and maintaining dust control. Pavement rehabilitation strategies include localized asphalt concrete (AC) repairs (patching), two-step surface treatments (Asphalt Rubber and Aggregate Membrane (ARAM) followed by a Type II slurry seal with polymer-modified emulsion), or three-step surface treatments (Type III Microsurfacing followed by ARAM and a Type II slurry seal). A full-depth AC reconstruction (20-year design) is also an alternative. Construction surveying and monument preservation, including services from a Licensed Land Surveyor or Registered Civil Engineer, are required. The project mandates nonpoint source pollution control, storm water management through Best Management Practices (BMPs), and the protection of existing trees, facilities, and utilities.
