General Project Description

The Town of Hillsborough is seeking professional vegetation management services for its Town-owned Open Space Areas, Easement Areas, and other Town-owned properties. The project aims to reduce wildfire risk, maintain baseline vegetation conditions established by previous fire management programs, and control invasive plant species. Work involves a combination of manual and mechanical removal methods (mowing, brush cutting, tree pruning), targeted herbicide application, and storm response cleanup activities like erosion control and clearing downed trees.

Quantity: - Unit: - Work Item: Annual assessment and maintenance of Open Space Areas (approximately 240 acres total) including undeveloped grasslands, woodlands, and shrublands.
Quantity: - Unit: - Work Item: Annual assessment and maintenance of Easement Areas including roadside rights-of-way, unpaved utility access roads, 10' wide and 5' wide utility footpaths, trash racks in drainage channels and tributaries.
Quantity: - Unit: - Work Item: Annual assessment and maintenance of Town-owned properties including water tank sites, pump station sites, public works corporation yard, and small undeveloped parcels.
Quantity: - Unit: - Work Item: Storm response cleanup assistance, including installation of erosion control, clearing loaded trash racks, cutting and clearing downed trees, and severe storm cleanup.
Quantity: - Unit: - Work Item: Fuel ladder maintenance, Specifications: removal of lower tree limbs to a 10-foot clearance from ground level.
Quantity: - Unit: - Work Item: Understory thinning and removal, Specifications: cyclical basis, thinning saplings (4 inches DBH or less), felling and sectioning diseased/dead trees (less than 12 inches DBH) in place. Native shrubs and vegetation to be avoided where possible.
Quantity: - Unit: - Work Item: Grassland vegetation treatment, Specifications: mowing or grazing to a maximum height of 6-8 inches.

Quantity: - Unit: - Work Item: Herbicide application, Specifications: 'cut and paint' application or 'low-volume, localized foliar spray' application, using Town IPM Policy approved glyphosate-based herbicides (e.g., RoundUp® or Rodeo) or Garlon® 4 (tricloypyr) and/or Stalker® (imazapyr).
Quantity: - Unit: - Work Item: Green waste management, Specifications: processing (cutting, chipping) in place, or pulling upslope to a centrally-located chipper, disposing of green waste in small piles/windrows. Invasive plant greenwaste (except stinkwort) to be processed in place. Stinkwort to be pulled and bagged for offsite disposal.
Quantity: - Unit: - Work Item: Erosion control installation, Specifications: silt fencing, certified weed-free straw bales, or natural fiber erosion control blankets/wattles on steep slopes; plastic monofilament prohibited.
Quantity: - Unit: - Work Item: Avoiding sensitive biological resources (CRLF, SFGS, woodrat nests, California bottlebrush grass, San Francisco collinsia, San Francisco onion, Crystal Springs lessingia, raptor nests, creeks, wetlands).
