General Project Description

The Imperial County Department of Public Works (ICDPW) is requesting proposals from qualified and experienced professionals to provide on-call labor compliance consulting services. The selected firm(s) will assist the County with various assignments for local, state, or federally funded public works projects on an intermittent basis, addressing peak workloads or staffing shortages. Services include evaluating bids for prevailing wage violations, conducting pre-construction labor compliance meetings, providing labor law compliance materials, furnishing and collecting contractor information forms, setting up project files for labor compliance monitoring, collecting, reviewing, and verifying forms (e.g., DAS Form 140/142, CAC-2, FBS), certified payroll review, apprentice oversight, on-site monitoring, conducting field interviews, audits/investigations, reporting suspected prevailing wage violations to the Labor Commissioner, and preparing labor compliance closeout documents. All work must comply with federal, state, and local laws, including prevailing wage rates (Davis Bacon Wage Determinations) and ADA codes.
