General Project Description
The Imperial County Sheriff's Office operates three detention facilities in El Centro (RADF, HHCC, OFDF) that have significant limitations impacting inmate services. This Request for Proposals seeks Project Management, Construction Management, and Support Services to address these limitations. The selected consultant will provide comprehensive project and construction management services to public agencies, with an in-depth understanding of California public contracting requirements, including design-build and progressive design-build alternatives. The scope includes reviewing applicable SB 863, BSCC, and SPWB program documentation; assisting with state agency coordination, programming, budget, scheduling, and overall program compliance; coordinating with various project stakeholders; managing project documents; evaluating offsite improvements; ensuring CEQA compliance; overseeing design services; assisting with contract issuance; implementing project completion and transfer procedures; and providing construction management oversight encompassing labor compliance, submittal review, schedule monitoring, budget/cost control, payment application review, change order management, record keeping, and contractor inspection.
