Unofficial Notice of Invitation to Bid (NIB)

La Mesa City is seeking bids from qualified and interested contractors for the following project titled, EL PASO STREET AND HIGHWOOD AVENUE NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM PROJECT, identified under Solicitation ID: 26-02. Work is to be performed near 8130 Allison Ave, La Mesa, CA 91942, USA in San Diego County.

General Project Description

This project involves the implementation of a Neighborhood Traffic Management Program (NTMP) on El Paso Street and Highwood Avenue in the City of La Mesa, California. The scope of work includes the installation of traffic calming devices such as chicanes and raised crosswalk speed tables, along with associated civil infrastructure improvements. This encompasses significant earthwork, concrete work for curbs, ramps, and islands, asphalt paving, traffic striping and pavement markings, installation of traffic signal systems (specifically Rectangular Rapid Flashing Beacons - RRFBs), pedestrian signage, and related site preparation and restoration. The project requires strict adherence to various standard specifications including Greenbook, Caltrans, and San Diego Regional Standards, as well as compliance with storm water pollution prevention measures and prevailing wage laws.

Includes removal of asphalt (saw-cut and grinding 2” deep key edge, 1’ wide perimeter), installation of asphalt concrete speedtable per 302 -5.1, and placement of detectable warning devices (truncated domes) per 303 -5.5.3, and 303 -5.5.5. Includes Urban accessories channel grate OT TITLE -24 Trench grates 12”x 18” tiles (50LF total) with two (2) type R support frames for two 2 5LF channels.

Includes 2 total Pedestrian Crossing Ahead signs, 1 total continental crosswalk per section 314-1.

Includes installation of three (3) new pedestrian curb ramps per SDRSD G -31, Type D-3, over existing sidewalk, preparation of area for concrete work per 303 -5.1.1. Includes additional 8” grind for curb. Includes installation of one (1) new pedestrian ramp over existing landscaping per 300 -1.1 and SDRSD G -31, Type D3. Includes installation of two (2) new pedestrian curb ramps per SDRSD G -27 Type A and one per SDRSD G -27 Type C (modified with full length truncated domes) inside median island installation. Includes 6” standard median curb construction per SDRSD G -06, Type B -1, concrete infill inside median island with concrete 520 -C-2500 flush to top of curb per 305.3, 305.5.5.3. Includes 3 Pavement Markers “STOP”, stop-bars, white painted arrows, 3 continental crosswalks, and 3 W11 -2/W16- 9p signage per 314 -1.
  • Quantity: LS  Unit: LS  Work Item: Clearing and Grubbing: Includes removal of all natural and artificial objectionable materials (branches, asphalt, concrete, aggregate, roots, etc.), sawcutting, grading, de-striping, dust control, water/dewatering control, protection of existing structures, removal/salvage/disposal of miscellaneous items (utility boxes/covers, street signs, posts, poles, pipes, fences, mail boxes, retaining walls), adjustment to finished grade.
  • Quantity: TON  Unit: TON  Work Item: Asphalt Concrete Pavement: Dense graded PG64 -10 hot mix asphalt (HMA) concrete mix with nominal aggregate size of ½”, not exceeding 20% Recycled Asphalt Pavement (RAP) with asphalt binder. Includes furnishing all labor, materials, tools, equipment, transportation, clearing, grubbing, removal/salvaging/disposal of materials.
