Las Virgenes Municipal Water District is seeking bids from qualified and interested contractors for the following project titled, Miscellaneous Painting, Power Washing, and Protective Coatings Services at the Tapia Water Reclamation Facility, identified under Solicitation ID: 2026-RFB-041. Work is to be performed near 731 Malibu Cyn Rd, Calabasas, CA 91302, USA in Los Angeles County.
General Project Description
The Las Virgenes Municipal Water District is soliciting bids from qualified contractors for miscellaneous painting, power washing, and protective coatings services at the Tapia Water Reclamation Facility. This on-call, as-needed contract, spanning an initial one-year term with up to four annual renewal options, primarily involves surface preparation and application of epoxy finish coats to critical infrastructure. Key work items include the preparation and coating of aqueous ammonia tanks, recycled water hydrants, 18-inch and 13-inch Recycled Activated Sludge (RAS) piping, and surge tanks. All surface preparation must adhere to SSPC-SP3 Power Tool Cleaning Standard, including removal of grease, oil, loose debris, rust, calcium, and scale, with specific requirements for grinding equipment and overspray protection for adjacent components.
General Bid Items
- Quantity: 2 Unit: EA Work Item: Prepare and coat Aqueous Ammonia Tanks. Specifications: Complete priming of substrate and apply two (2) finish coats of Sherloxane 800 (Sherwin Williams Pallet Tan -SW4003 or District specified). Tanks are unlined carbon steel, 2,800 gallons, 11-ft height, 6.5-ft diameter, with a design pressure of 30 psig. Preparation per SSPC-SP3 Power Tool Cleaning Standard, including removal of grease/oil, loose chipping/peeling epoxy, rust, calcium, and scale. Grinders used for preparation must be fitted for 3M Spark less grinding system (or equivalent) with EDCO Hepa Vac. All surfaces must be clean and dry prior to epoxy application. All areas not receiving coatings, including fittings, lines (brass/stainless steel), gauges, electrical components, actuators, badges, and signage, shall be protected from overspray.
- Quantity: 5 Unit: EA Work Item: Prepare and coat Recycled Water Hydrants. Specifications: Complete priming of substrate and apply two (2) finish coats of Sherloxane 800 (Sherwin Williams Pallet Tan -SW4003 or District specified). Preparation per SSPC-SP3 Power Tool Cleaning Standard, including removal of grease/oil, loose chipping/peeling epoxy, rust, calcium, and scale. Preparation for coating must be fitted for 3M Spark less grinding system (or equivalent) with EDCO Hepa Vac. All surfaces must be clean and dry prior to epoxy application. All areas not receiving coatings, including fittings, lines (brass/stainless steel), gauges, electrical components, actuators, badges, and signage, shall be protected from overspray.
- Quantity: 500 Unit: LF Work Item: Prepare and coat 13-inch Recycled Activated Sludge (RAS) Piping. Specifications: Complete priming of substrate and apply two (2) finish coats of Sherloxane 800 (Sherwin Williams Pallet Tan -SW4003 or District specified). Include pipe and flow direction labeling. Preparation for coating must be fitted for 3M Spark less grinding system (or equivalent) with EDCO Hepa Vac. All surfaces must be clean and dry prior to epoxy application. All areas not receiving coatings, including fittings, lines (brass/stainless steel), gauges, electrical components, actuators, badges, and signage, shall be protected from overspray.

All areas not receiving coatings, including fittings, lines (brass/stainless steel), gauges, electrical components, actuators, badges, and signage, shall be protected from overspray.
