General Project Description

The City of Lemoore is soliciting proposals from qualified consulting firms to conduct a comprehensive update to its General Plan and prepare a California Environmental Quality Act (CEQA) document. The project's purpose is to shape the City's future development and direction by evaluating existing conditions, developing policy and land use recommendations, and ensuring compliance with State and Federal regulations. The scope involves extensive public outreach and engagement, facilitation of various committee and public meetings, and generation of a detailed work plan, various plan elements, technical appendices, and all required CEQA documents (Initial Study, Notice of Intent, Notice of Preparation, Notice of Completion, etc.) for review and adoption. Key elements to be updated include Land Use, Community Design, Circulation (incorporating VMT thresholds, LOS standards, and truck routing), Parks, Schools, Community Facilities, Public Utilities, Conservation and Open Space, Safety and Noise (integrating Hazard Mitigation Plan), Air Quality (including countywide bikeway network), and the Environmental Justice Element. The Housing Element, Regional Active Transportation Plan, and Zoning Code Update are explicitly excluded from this scope. The anticipated agreement term is 36 months, with services commencing approximately two months after the Notice of Intent to Award.
