General Project Description

The City of Livermore is seeking an Owner's Authorized Representative (OAR) to provide comprehensive professional consulting services for the development and implementation of alternative project delivery methods, including Design-Build and Construction Manager/General Contractor (CM/GC or GM/GC). The OAR will be responsible for establishing new processes, updating municipal codes, developing contract templates, and establishing project selection criteria. The scope encompasses project management, ordinance and policy development, process and procedure development, contract template development, Capital Improvement Plan (CIP) project evaluation and planning, and as-directed services. The project emphasizes regulatory compliance, such as with the California Public Contract Code, and the incorporation of alternative delivery methods for future public works projects, including facility/building, water, and wastewater projects.
