General Project Description

The Long Beach Public Utilities Department (LBPUD) is seeking proposals from qualified consulting firms to update and enhance its Continuity of Operations (COOP) and Crisis Communications (CCP) plans. The project aims to strengthen LBPUD's resilience and preparedness to ensure the timely and effective continuation of essential utility services, including drinking water, wastewater, and natural gas, following disruptive events. The scope of work includes assessing existing plans, updating and reformatting the COOP to comply with FEMA's Continuity Guidance Circular (CGC) and City emergency management plans, consolidating all crisis communications materials into a unified CCP, providing strategic recommendations for organizational resiliency, and delivering updated plans with a comprehensive training program for personnel.
