General Project Description

This Request for Quotes (RFQ) seeks a California-licensed, insured, and bonded General Contractor to provide single-family construction rehabilitation services and home accessibility modifications for eligible low-to-moderate-income senior citizens (62 years or older) in unincorporated areas of Los Angeles County Supervisorial Districts 1, 2, 4, and 5. The project aims to improve mobility, functionality, and health and safety, including modifications like wheelchair ramps, grab bars, widened doorways, non-slip flooring, and tub-to-roll-in shower conversions. Deferred maintenance repairs such as roofing, plumbing, electrical, and heating are also included. The project requires the handling of Lead-Based Paint (LBP) and Asbestos Containing Construction Material (ACCM) abatement, remediation, and proper disposal in accordance with EPA and CDPH standards.

Quantity: 1 Unit: LS Work Item: Lead-Based Paint (LBP) abatement/management, Specifications: comply with Attachment A, Lead and Asbestos reports, use properly trained/certified workers for abatement/remediation, include clearance report and manifest. Comply with current EPA, CDPH, HUD, and OSHA standards. Includes paint film stabilization, encapsulation, or replacement methods.
Quantity: 1 Unit: LS Work Item: Asbestos Containing Construction Material (ACCM) identification and remediation, Specifications: comply with Attachment A, Lead and Asbestos reports, use properly trained/certified workers for abatement/remediation, include clearance report and manifest. Comply with Cal-OSHA and SCAAQMD rule and procedures.
