Los Angeles County Development Authority (LACDA) is seeking bids from qualified and interested contractors for the following project titled, Senior Grant Program Construction Rehabilitation Services, identified under Solicitation ID: SG22-260. Work is to be performed near 21106 S Royal Blvd, Torrance, CA 90502, USA in Los Angeles County.
General Project Description
This Request for Quotes (RFQ) is for single-family construction rehabilitation services under the Senior Grant Program. The program aims to assist low-to-moderate income senior citizens (62 years or older) in unincorporated areas of Los Angeles County Supervisorial Districts 1, 2, 4, and 5 by funding home modifications and deferred maintenance repairs. The work includes accessibility modifications (e.g., wheelchair ramps, grab bars, widened doorways, roll-in showers, non-slip floor covering) and deferred maintenance (e.g., roofing, plumbing, electrical, heating) to improve structural integrity, safety, efficiency, and functionality. The contractor is responsible for furnishing all labor, materials, and equipment, performing all necessary and incidental work, acquiring permits, and complying with all applicable laws and specifications for the specific property site.

- Quantity: 1 Unit: EA Work Item: Replace operable window (Bedroom 2), Specifications: complement existing envelope, block frame to wood/metal pocket or retro-fit, cover aluminum/steel frame, eliminate interference/extrusions, min. dual glaze, meet minimum energy efficiency & safety standards, meet B&S egress requirements, modify opening height as required (no structural modifications).

- Quantity: 1 Unit: EA Work Item: Install Grab Bars (Bathroom 2), Specifications: stainless steel, concealed fastener, structural backing, 250LB rated, (shower: 2-48" & 24" / toilet: 2-36" & 42" 4ea package), require wall restoration, meet accessibility standard.
- Quantity: 1 Unit: EA Work Item: Install Single 12-16 inch grab bar (Bathroom 2), Specifications: at toilet wall.
- Quantity: 1 Unit: EA Work Item: Acquire, pay for, and Final permits, Specifications: GC responsibility for Interior-Exterior permits.
- Quantity: 1 Unit: EA Work Item: Remove and Replace Water Heater, Specifications: Rheem Performance 40 Gal. Tall 36,000 BTU Natural Gas Water Heater with 6-Year Warranty Model # XG40T06EC36U1, bring up to code, including raised pad, enclosure, straps, drain, expansion tank (if required), and vent pipe.
- Quantity: 3 Unit: EA Work Item: Install Hand Rail, Specifications: Customized hand rails as indicated on location & style, meet railing size, dimensions and elevation, meet accessibility standard. Required at front steps from driveway right side for 2 steps mounted to ground surface, at wall side of den entrance, and "grab bar" at interior wall near sliding glass door.
- Quantity: 1 Unit: LS Work Item: Lead-Based Paint (LBP) and Asbestos Containing Construction Material (ACCM) compliance, Specifications: Contractor to provide necessary labor, material, and equipment, including occupant and workers protection to comply with Attachment A, Lead and Asbestos reports, and identify contaminated components. (Noted that LTE did not detect positive levels of LBP at 2451 Soledad Canyon Road, Acton, CA 93510, which is a different address mentioned in the Lead-Based Paint Inspection Report. The scope here references general compliance with LBP/ACCM reports provided in Attachment A for *this* project.)
