Los Angeles County Development Authority (LACDA) is seeking bids from qualified and interested contractors for the following project titled, HUD LEAD-HAZARD REDUCTION PROGRAM LEAD-BASED PAINT HAZARD REMEDIATION AND CONSTRUCTION SERVICES (LHR-014), identified under Solicitation ID: -. Work is to be performed near 1221 S Fetterly Ave, East Los Angeles, CA 90022, USA in Los Angeles County.
General Project Description
This project involves providing lead-based paint hazard remediation and construction services for residential properties under the HUD Lead-Hazard Reduction Program across multiple locations. The scope includes furnishing all labor, material, and equipment to perform lead mitigation activities such as stripping paint to bare wood, wet-scraping loose and peeling paint, filling holes/cracks, wet-sanding surfaces, and applying primer, encapsulant, and finish paint on various interior and exterior wood and metal components. The work includes the removal and replacement of deteriorated elements such as doors, door frames, window sills, window frames, eaves, rafters, fascias, soffits, beams, ceilings, cabinets, closet doors/frames, baseboards, trim, and garage doors. All work must comply with local, state, and federal building codes, EPA Lead-Safe Certification, California Department of Public Health (CDPH) Lead Related Construction Program requirements, CALOSHA safety standards, and HUD 2012 edition for lead abatement practices, including clearance testing.

- Quantity: - Unit: - Work Item: Remove and Replace Deteriorated Interior Wood Doors. Specifications: 1 3/8” thick hollow core MDF door (flat or paneled); install with 3 heavy-duty butt hinges, strike plate, privacy door lock and lever set.
- Quantity: - Unit: - Work Item: Remove and Replace Deteriorated Exterior Wood Doors. Specifications: 1 ¾” thick solid core wood or hollow insulated metal/fiberglass door; install with 3 heavy-duty butt hinges, strike plate, entry door lock, deadbolt, and lever set; peephole; door stop; perimeter and door bottom seal/weatherstripping. Performance: U-factor, Solar Heat Gain Coefficient (SHGC) meeting NFRC standards.

- Quantity: - Unit: - Work Item: Remove and Replace Deteriorated Windows. Specifications: Dual pane insulated glass with low E coating. Performance: U-factor ≤ 0.3, SHGC ≤ 0.23.
