Unofficial Notice of Invitation to Bid (NIB)

Los Angeles County Development Authority (LACDA) is seeking bids from qualified and interested contractors for the following project titled, Senior Grant Program Construction Rehabilitation Services (SG22-285), identified under Solicitation ID: LACDA26-015. Work is to be performed near 741 Dade Ave, La Puente, CA 91744, USA in Los Angeles County.

General Project Description

This project involves providing single-family construction rehabilitation services for eligible senior citizens (62 years or older) residing in unincorporated areas of Los Angeles County Supervisorial Districts 1, 2, 4, and 5. The scope includes home accessibility modifications such as wheelchair ramps, grab bars, widened doorways, non-slip floor covering, and roll-in showers. Additionally, deferred maintenance repairs covering roofing, plumbing, electrical, and heating systems are required to improve structural integrity, safety, efficiency, and functionality, allowing seniors to age in place. The contractor is responsible for furnishing all labor, materials, and equipment, and performing all work necessary and incidental in accordance with the "Appendix B - Statement of Work." The scope also details specific exterior upgrades like door replacements, exterior painting, gutter installation, and the replacement of energy-efficient appliances. Environmental assessments identified asbestos-containing materials (drywall, texture coat & joint compound, penetration mastic, transite pipe) requiring abatement if disturbed, and although lead-based paint was tested, no positive levels were detected.

  • Quantity: 65  Unit: LF  Work Item: New Gutter Installation. Specifications: Minimum 5" K-style Vinyl gutters with matching 2"x3" down spouts. Field verify existing down spout to match existing or at specified location.
  • Quantity: 1  Unit: EA  Work Item: Energy-Efficient Appliance Installation (Gas Range, Gas Cooktop, or Electric Range). Specifications: Must be Energy Star compliant. Contractor to field verify existing stove connection type. Provide 30-in 5 Burners 5-cu ft Self-Cleaning Freestanding Gas Range if gas stove. Provide 5-Burner Gas Cooktop if gas cooktop. Provide Freestanding 5-Element 6.4-cu ft Self-Cleaning Convection Electric Range if electric stove. Appliance by Frigidaire, Whirlpool, GE, or approved equal. Includes 3-year extended warranty. Finish & color subject to owner approval.
  • Quantity: Varies  Unit: LS  Work Item: Asbestos Abatement and Disposal. Specifications: Removal of Drywall, Texture Coat & Joint Compound, Penetration Mastic, and Transite Pipe identified as asbestos-containing materials, if disturbed during the rehabilitation program. Transported and disposed of according to Department of Transportation and EPA regulations. (Based on Asbestos Sampling Report results and recommendations).
