Unofficial Notice of Invitation to Bid (NIB)
Los Angeles County Development Authority (LACDA) is seeking bids from qualified and interested contractors for the following project titled, HUD Healthy Homes Program Construction Services (HH-025), identified under Solicitation ID: LACDA26-024. Work is to be performed near Miles St, Southgate, MI, USA in Wayne County.
General Project Description
The project involves furnishing all labor, material, and equipment to perform construction services on multi-family residential dwellings, specifically for the HUD Healthy Homes Program. This program addresses environmental health and safety concerns such as mold, lead, allergens, asthma, carbon monoxide, home safety, pesticides, and radon in properties built prior to 1978. The work includes repair, remodeling, and refurbishment of specified items within these residential structures, as well as lead hazard reduction (LHR) services. The contractor is responsible for obtaining all required permits and performing work according to the Scope of Work (Appendix B).
General Bid Items
- Quantity: 2 Unit: UNIT Work Item: Combination smoke & carbon monoxide detectors for new installations (battery-operated with 10-year service) or replacement units (verify existing hard wiring and replace in kind). Total cost per property example: $200.00.
- Quantity: - Unit: - Work Item: Exterior Entry Doors – Provide and install 1 ¾” thick solid core wood or hollow insulated metal/fiberglass doors from Jeld-Wen, Therma-Tru, or Masonite, with (3) heavy-duty butt hinges, strike plate, entry door lock (deadbolt and lever set from Schlage, Kwikset, or Defiant), peephole, door stop, and perimeter/door bottom seal/weatherstripping. Performance to meet U-factor (NFRC 100) and Solar Heat Gain Coefficient (SHGC) (NFRC 200) standards.
- Quantity: - Unit: - Work Item: Interior Doors – Provide and install 1 3/8” thick hollow core MDF doors (flat or paneled) from Jeld-Wen or Masonite, with (3) heavy-duty butt hinges, strike plate, and privacy door lock and lever set from Schlage, Kwikset, or Defiant.
- Quantity: - Unit: - Work Item: Garage Doors – Provide and install sectional overhead type doors conforming to ANSI/DASMA 102. Including galvanized steel hinges, ball bearing rollers, interior galvanized single unit lock, flexible bulb-type strip at bottom section, flexible jamb seals, flexible header seat, and pull rope. Tracks as recommended by manufacturer.
- Quantity: - Unit: - Work Item: Lead Barrier Compound Application – Apply FIBERLOCK TYPE III or approved equal lead barrier compound with a 20-year warranty. All surfaces must be properly prepared (clean, dry, sound, de-glossed), removing deteriorated coating and foreign matter, filling voids with foam/caulk/patching compound, and feathering paint build-up.
- Quantity: - Unit: - Work Item: Interior & Exterior Painting and Coating – Apply paints and coatings when temperatures are between 50-90 degrees F, with relative humidity not exceeding 85%. Prohibited hazardous colorants. VOC content to comply with limits of authorities having jurisdiction. Interior paints and coatings to comply with California Department of Health Services "Standard Practice for the Testing of Volatile Organic Emissions from Various Sources Using Small-Scale Environmental Chambers." Surfaces must be cleaned and prepped (removing incompatible primers, re-priming, sanding wood, filling imperfections). Hardware to be removed or protected. Paint according to manufacturer instructions, applying additional coats as needed for uniform color and complete hide.
