General Project Description

This project involves providing single-family construction rehabilitation services under the Senior Grant Program. The scope includes home accessibility modifications (e.g., wheelchair ramps, grab bars, widened doorways, non-slip flooring, roll-in showers) and deferred maintenance repairs for structural integrity, safety, efficiency, and functionality. Specific work items include plumbing fixture replacement (toilets, vanities), exterior painting, kitchen exhaust fan installation, flooring replacement (VCT with LVT/SPC vinyl plank), and comprehensive lead-based paint and asbestos abatement/remediation, all in accordance with the provided Statement of Work (Appendix B). The goal is to help low-to-moderate-income senior citizens reside safely in their homes.

General Bid Items

Quantity: 1 Unit: EA Work Item: Remove, dispose off-site, and install New Toilet. Specifications: American Standard, Kohler, or approved equal; comfort/chair height; 1.28 GPF, Piston Flush (reference Kohler Cimmaron Two Piece Model# 31668-0).
Quantity: 15 Unit: LF Work Item: Remove and dispose of existing caulking at Bathroom 1 tub. Clean and apply new caulking around bathroom tub.
Quantity: 1 Unit: EA Work Item: Remove and dispose of existing Bathroom Vanity Base Cabinet, counter, and faucet. Provide and install new vanity set, matching existing dimensions and material, color/finish subject to owner approval. Secure base cabinet to wall studs, provide new fittings, connect water supply lines, install new drain assembly. Specifications: new 84" vanity base cabinet (Eviva or approved equal).
Quantity: 1150 Unit: SF Work Item: Exterior Painting. Specifications: Water blast (hydro blast) existing siding/stucco. Repair damaged stucco, patch holes, seal cracks, texture to match. Apply one coat primer and two coats exterior paint (Dunn-Edwards Paints or equal) on exterior walls, eaves, fascia boards, exterior doors (face, stain if applicable), window trims and casings. Owner to approve color (up to 4 colors). Excludes rear covered patio & garage.
Quantity: 1 Unit: EA Work Item: Remove and replace existing Kitchen Exhaust Hood. Provide and install new exhaust fan hood with light. Specifications: Energy Star rated, Broan or Whirlpool or approved equal. Utilize existing ductwork and power supply. Contractor to confirm existing opening, size, finish.
Quantity: 395 Unit: SF Work Item: Remove existing VCT flooring and replace with new LVT or SPC vinyl plank flooring (Living Room, Dining Room, Hallway, up to five (5) doorways). Specifications: ASSURE® Certified Product Compliant, UL GREENGUARD Certified or FloorScore Certified. Includes subfloor prep for flat, level surface, moisture barrier protection, self-leveling underlayment. New flooring to be 12MIL minimum thick (Traffic Master, Ash & Ash, Lifeproof or approved equal). Includes removal, trimming, and reinstallation of doors, replacement of transition pieces, quarter rounds, and baseboard moldings throughout. Baseboards to be painted (owner selected color, 3 coats total) including prep, prime, caulking.
Quantity: 1 Unit: LS Work Item: Lead-Based Paint and Asbestos Abatement/Remediation for Interior-Exterior components. Specifications: Include all labor, material, and equipment for occupant/worker protection, compliance with Attachment A (Lead and Asbestos reports), identification and remediation of contaminated components by properly trained/certified workers. Work includes clearance report and manifest, complying with EPA, CDPH, HUD, OSHA, Cal-OSHA, and SCAQMD standards.
