General Project Description

The City of Manteca, through its City Manager's Office – Homeless & Housing Division, is soliciting proposals for qualified contractors to provide Citywide Clean-Up Services and Homeless Encampment Support. Services will be provided on an as-needed basis to support the City and Manteca Police Department in maintaining public health, safety, and cleanliness. The scope includes homeless encampment clean-up, removal of large items, shopping carts, illegally dumped materials, biohazardous materials, and encampment-related waste. Support services involve the assembly, dismantling, staging, removal, relocation, and transportation of materials or temporary structures. Work requires performing site surveys, debris collection, trash removal, human waste removal, and disposing of all waste at permitted facilities in accordance with applicable local, state, and federal laws and regulations. Services are generally performed Monday through Friday between 7:00 a.m. and 5:00 p.m., with occasional weekend support for special enforcement operations.
