General Project Description
The City of Merced is soliciting qualifications from environmental consulting firms to perform comprehensive groundwater monitoring and sampling services. The project involves semi-annual groundwater sounding and sampling at approximately 42 PCE (Tetrachloroethylene) monitoring wells located at five former dry cleaner facilities over ten quarters (2.5 years), and quarterly sampling and sounding of 11 municipal well sites for PCE and MTBE (Methyl tert-butyl ether) groundwater investigations over five years. Key tasks include providing traffic control, performing routine well box maintenance and repair, managing and disposing of well purge/decontamination water at the City's Wastewater Treatment Plant, coordinating with laboratories for sample analysis (EPA Method 8260B), and maintaining detailed groundwater monitoring, purging, and Chain-of-Custody records according to standard environmental practice and Merced County Division of Environmental Health guidelines. The consultant must be a licensed individual for geologic/groundwater investigations and comply with California Labor Code for prevailing wages.

- Quantity: As needed Unit: - Work Item: Completion and maintenance of groundwater monitoring well purging and sampling records, Specifications: In accordance with standard environmental practice; PDF scanned copies submitted via email within two weeks after field event, originals within one month.

- Quantity: As needed Unit: - Work Item: Sounding of wells for total depth, Specifications: PCE site monitoring wells at least once per year.
- Quantity: As needed Unit: - Work Item: Well purging and sampling activities, Specifications: Conformance to Merced County Division of Environmental Health “Minimum Monitoring Well Sampling Requirements, September 2002,” with modifications including Oxidation-Reduction Potential (ORP, mV) and Dissolved Oxygen (DO, mg/L) measurements for Parkway PCE wells.
- Quantity: As needed Unit: - Work Item: Equipment decontamination, Specifications: Final rinse with distilled water procured from off-site, non-Merced municipal water source.
- Quantity: As needed Unit: - Work Item: Submission of certification letters by responsible licensed individual, Specifications: Submitted to the City within two weeks following the calendar quarter of completed work, professional seal/stamp required.
